Kondrazi the Merciless can be found on Baerton Earthforge Isle on the NA server. Once the highlord starts the public event "hold the fort" he will spawn as an event boss.

Kondrazi can only be caught using special flutes obtained from platinum chests on sale in the citadel for warforged insignias.
